Bye-Laws made by the Sanitary Board on the 11th March last for improving the sanitary condition of Opium Smoking Divans and approved by the Legislative Council on the 3rd ultimo, together with a copy referred to, 1897 vide Encl. 2.

I further enclose a copy. Encl. 5. 21st May, 1897. a minute by the Attorney General relative to the Petition and its subject matter which to me appears to show that the Bye-Law objected to by the Petitioners is not illegal nor contrary to the terms of the grant of the Opium Farm, nor such as to create any hardship affording legitimate ground of complaint to the Petitioners.
In these circumstances, I see no reason to suspend the
